# AI Review Instructions — Huxberry Flagship Decision

Precedence: dossier > evidence-update > report page > handoff > original strategy. The two historical files show how thinking evolved; do not quote their superseded numbers (e.g. the AED 2.4M renewal ask — corrected to 2.0M; the coastal reading of "Umm Suqeim").

## Binding rules

1. Statements tagged `[FACT-VERIFIED]` or `[FACT-INTERNAL]` carry a re-check pointer. **Re-run the pointer before overturning any of them.** Statements tagged `[REPORTED]` or `[JUDGMENT]` are positions, not facts — treat them as claims to test.
2. Definitions are binding: "Umm Suqeim Road" means the inland Al Barsha 2 corridor, NOT the coastal villa district. The SZR zone is Interchanges 2–4.
